We are working with an established defense contractor headquartered in Milwaukee, WI seeking an experienced Business Development Manager to lead the growth and management of their government contracting activities. This position is responsible for identifying and securing new federal, state, and local government business opportunities while ensuring full compliance throughout the entire contract lifecycle.

Working closely with leadership and cross-functional teams, you will develop winning proposal strategies, manage contract administration, build strategic partnerships, and serve as the primary point of contact for all government contracting activities.

Key Responsibilities
  • Identify, qualify, and pursue federal, state, and local government contract opportunities that align with company capabilities and growth objectives. 
  • Monitor procurement portals including RFPs, RFQs, IFBs, and other government solicitation opportunities. 
  • Lead the preparation, coordination, and submission of compliant, competitive proposals and bid responses. 
  • Manage government contracts from award through completion, including modifications, renewals, amendments, and closeout activities. 
  • Ensure compliance with all applicable government contracting regulations, including FAR, DFARS, CFR, and customer-specific requirements. 
  • Build and maintain relationships with government agencies, contracting officers, procurement officials, prime contractors, and strategic partners. 
  • Identify and develop teaming agreements, subcontracting opportunities, supplier relationships, and other strategic partnerships. 
  • Coordinate internal stakeholders across Sales, Operations, Supply Chain, Finance, and Leadership to develop proposal strategies and ensure successful contract execution. 
  • Maintain company registrations, certifications, and qualifications required to conduct government business. 
  • Support subcontract administration and maintain accurate contract documentation for audits, reporting, and compliance purposes. 
  • Assess contract risks and provide recommendations to senior leadership regarding new business opportunities and contractual obligations. 
  • Represent the company at government industry events, conferences, and networking opportunities. 

Requirements
  • Bachelor's degree in Business Administration, Contract Management, Supply Chain, Procurement, or a related discipline (or equivalent experience). 
  • Minimum of 5 years' experience within US federal, defense, or government contracting. 
  • Strong working knowledge of FAR, DFARS, CFR, and government procurement processes. 
  • Experience preparing and submitting government proposals, bids, quotations, and supporting documentation. 
  • Proven experience managing contracts throughout their full lifecycle. 
  • Familiarity with government procurement systems such as SAM.gov, DIBBS, GSA Schedules, PIEE/WAWF, FPDS, GovWin, USA Spending, or similar platforms. 
  • Understanding of contract pricing structures, cost analysis, and fixed-price contracts. 
  • Experience within government acquisition or procurement is advantageous. 
  • Certified Federal Contracts Manager (CFCM) certification is preferred but not essential.
